JKEEGA flags power engineers’ grievances, seeks Chief Secy’s intervention

Srinagar, Oct 01: A delegation of the Jammu and Kashmir Electrical Engineers’ Graduates Association (JKEEGA), led by General Secretary Er. Pirzada Hidayatullah, called on the Chief Secretary and raised a range of long-pending issues concerning the power engineering fraternity, seeking their time-bound resolution.

The delegation sought intervention on the non-implementation of recommendations of the Establishment-cum-Selection Committee recorded in its meeting held on July 23, 2026. The recommendations advised the Power Development Department to place a proposal before the Council of Ministers seeking an extension of SAC Decision No. 258/22/2019 dated October 22, 2019.

JKEEGA expressed concern that despite the recommendation, the proposal had not yet been placed before the Council of Ministers. The Association said prolonged inaction on matters already considered through the established administrative mechanism had caused frustration among engineering officers.

The delegation urged the Chief Secretary to intervene in the matter, saying continued delay could leave the fraternity with limited options to pursue the issue through democratic means. The Chief Secretary, according to the Association, assured the delegation that concrete measures would be taken.

JKEEGA also raised the issue of vacant Assistant Engineer (AE) posts that had been restored during the unbundling process through in-service Junior Engineers.

The delegation pointed out that an earlier committee headed by then Managing Director, Jammu Power Distribution Corporation Limited (JPDCL), Shiv Anant Tayal, had also endorsed the proposal. It said utilisation of the vacancies was necessary to address stagnation at the Junior Engineer level and sought early intervention.

The Association also sought withdrawal of S.O. 193, maintaining that relevant stakeholders had not been adequately consulted before its issuance.

JKEEGA further expressed apprehension that the order could facilitate post-retirement re-engagement of certain officers and raised concerns over its possible implications for technical standards, accountability and safety in the power sector.

The delegation urged the administration to fill vacancies at all levels, from Managing Directors and Executive Directors to Assistant Engineers, on a priority and time-bound basis in accordance with the applicable Recruitment Rules.

It also raised concern over the delay in promotions from Junior Engineer to Assistant Engineer despite completion of the requisite administrative and codal formalities, and sought the Chief Secretary’s intervention for expediting the process.

The delegation conveyed its concern over the prolonged pendency of the issues and sought the Chief Secretary’s personal intervention for their time-bound resolution.

The delegation comprised Er. Fayaz Wani, Er. Mohammad Irshad Wani, Er. Hure Yasrab, Er. Asif Iqbal, Er. Amir Amin Masoodi and General Secretary Er. Pirzada Hidayatullah.
