SRINAGAR, OCT 16: The Jammu and Kashmir Government has ordered an in-depth inquiry into allegations of misconduct involving senior IAS officer Kumar Rajeev Ranjan and JKAS officer Beenish Wani, Assistant Director, Employment, Ganderbal, directing the designated inquiry officer to submit her findings within 15 days.

The decision, formalised through Government Order No. 1654-JK(GAD) of 2026, issued by the General Administration Department (GAD) on October 16, initiates a formal examination of the matter following reports published in print and electronic media. The inquiry will examine the allegations concerning Ranjan, who serves as Administrative Secretary in the Labour and Employment Department, and Wani, who is posted as Assistant Director, Employment, in Ganderbal.

Under the government order, Mandeep Kaur, Commissioner Secretary, Housing and Urban Development Department, has been appointed as the Inquiry Officer. She has been tasked with conducting an in-depth inquiry and submitting her report to the General Administration Department within 15 days from the date of issuance of the order.

The government has also designated Amit Vermani, Additional Secretary to the Government in the General Administration Department, as the Presenting Officer to represent the case during the inquiry proceedings.

The development follows controversy surrounding a purported video of an exchange between the two officers during an official review meeting reportedly concerning Mission YUVA. The incident attracted public attention and raised questions about professional conduct and decorum during official proceedings. The allegations are to be examined through the government-mandated inquiry, and the findings are awaited.

The 15-day deadline sets a defined timeframe for the inquiry process, with the designated officer required to establish the relevant facts and submit her findings to the government. Any further decision in the matter will depend on the inquiry report and the applicable service rules.

The government’s move places the focus on a formal fact-finding process to examine the allegations and determine the circumstances surrounding the reported incident. The findings of the inquiry are expected to guide any further administrative action warranted under the rules.
