Kargil, Sep 10: Prime Minister NarendraModi is expected to visit Ladakh later this month, a possible visit that comes amid a series of measures by the Centre and the Union Territory administration aimed at addressing long-standing political and developmental concerns in the region.
PM Modi is expected to visit Ladakh soon to inaugurate key infrastructure projects and interact directly with the local populace.
The upcoming high-level visit was indicated by Union Minister for Parliamentary and Minority Affairs Kiren Rijiju during a public address in Leh recently, although he did not mention any dates.
Speaking at the Silver Jubilee celebrations of the Druk Padma Karpo School in Shey, Union Minister Rijijuemphasised the Prime Minister’s deep commitment to the border state.
While a final itinerary is being finalised by the administration, officials suggest the PM will launch a package of major infrastructure initiatives — several of which are nearing completion — focusing on all-weather border connectivity, telecommunications, and civic amenities.
A major highlight of the upcoming engagement involves significant policy shifts regarding the J&K’s administrative and constitutional governance.
According to government statements, the Ministry of Home Affairs is actively finalising special provisions under Article 371 for Ladakh.
These proposed constitutional safeguards aim to protect the unique cultural identity, land rights, and socioeconomic interests of the local Himalayan population.
In addition, the Centre is executing a structural expansion to decentralise grassroots democracy and administration across the region.
Key reforms in motion include creation of seven new administrative districts alongside the establishment of corresponding councils to empower local governance; setting up a dedicated bench of the High Court in Ladakh to streamline access to justice for residents; and timely completion of last-mile road projects and communication networks in forward locations near the Line of Actual Control (LAC).
The visit could acquire significance beyond its immediate itinerary.
It comes at a time when the Centre and Ladakh are discussing a new political and constitutional framework for the Union Territory, even as a series of confidence-building measures have been announced in recent months.
The administration has already announced the extension of the Ladakh Autonomous Hill Development Council system to all seven districts of the Union Territory.
Ladakh, which had only Leh and Kargil as its districts, now has five additional districts —Sham, Nubra, Changthang, Zanskar, and Drass.
The proposed governance architecture also includes a UT-level elected body under a customised Article 371 framework.
Current discussions between Ladakh representatives and the Centre are considering enhanced safeguards for land, employment, culture, and local governance. The precise powers and constitutional provisions, however, are still being negotiated.
Against this political backdrop, PM Modi’s possible visit is also expected to take him to Chumur, a remote settlement close to the Line of Actual Control, where the government is developing Ladakh’s first model border village under the Vibrant Villages Programme.
Chumur is the first of 10 border villages planned to be developed as model border villages in the first phase of the programme.
