SRINAGAR, OCT 29: The Jammu and Kashmir Government has assigned the additional charge of Chief Executive Officer (CEO), Mission Youth, to Vivek Agarwal, IAS (AGMUT:2021), who is currently serving as Director Employment, Jammu and Kashmir, and holding the additional charge of CEO, Mission YUVA.

The decision has been formalised through Government order, issued by the General Administration Department (GAD) on October 29, 2026. As per the order, Agarwal will discharge the responsibilities of CEO, Mission Youth, in addition to his existing assignments until further orders.

The administrative decision brings the leadership responsibilities of Mission Youth under an officer who is already handling the Employment Department’s directorate and the CEO’s charge of Mission YUVA, two areas associated with employment facilitation, entrepreneurship promotion and youth-oriented development initiatives in Jammu and Kashmir.

Mission Youth is a key government initiative aimed at engaging young people through programmes focused on livelihood opportunities, skill development, self-employment and socio-economic empowerment. Its activities are intended to facilitate greater access to opportunities and encourage youth participation in development initiatives across the Union Territory.

Mission YUVA, meanwhile, focuses on promoting entrepreneurship, supporting aspiring business owners and facilitating the establishment and growth of micro-enterprises. The initiative seeks to strengthen the local entrepreneurial ecosystem by connecting young people with institutional support, financial assistance and business-development opportunities.

With the latest assignment, Agarwal will oversee the responsibilities associated with Mission Youth alongside his existing administrative duties. The arrangement places additional responsibility on the officer to coordinate youth-focused programmes and ensure effective implementation of the initiatives under his charge.

The order has been issued in the interest of administration by the All India Services Section of the General Administration Department at the Civil Secretariat, Jammu and Kashmir.

Issued by order of the Lieutenant Governor, the government order bears the signature of M. Raju, Commissioner Secretary.

The assignment will remain effective until further orders.
