The allocation was notified by Lieutenant Governor Manoj Sinha through Order No. 1690-JK(GAD) of 2026, dated October 28, issued by the General Administration Department under the Transaction of Business of the Government of Union Territory of Jammu and Kashmir Rules, 2019.

Under the order, Deputy Chief Minister Surinder Kumar Choudhary has been assigned the Public Works (Roads and Buildings) Department, Industries and Commerce, Labour and Employment, and Skill Development. The allocation places infrastructure development, industrial growth and employment-related matters under his administrative supervision.

Senior minister Ali Mohammad Sagar has been entrusted with Revenue, Power Development, Law, Justice and Parliamentary Affairs, Disaster Management, Relief, Rehabilitation and Reconstruction, and Elections. His portfolio covers revenue administration, power-related affairs, legal matters and disaster management, alongside relief and rehabilitation responsibilities.

Javid Ahmad Dar has been assigned Agriculture Production, Finance, Mining and Cooperatives, bringing financial administration together with agriculture and other economic sectors. Sakeena Masood Itoo will oversee Health and Medical Education and Social Welfare, while Javed Ahmad Rana has been allocated Food, Civil Supplies and Consumer Affairs, Tribal Affairs, and Transport.

Altaf Ahmad Wani has been entrusted with Forest, Ecology and Environment, along with Rural Development and Panchayati Raj, combining environmental administration with rural development and local self-government responsibilities.

The order also specifies that departments and subjects not allocated to any minister will remain with Chief Minister Omar Abdullah. This provision clarifies the administrative arrangement for portfolios not specifically assigned to individual members of the Council of Ministers.

The notification has been circulated to the Chief Minister, Deputy Chief Minister, other ministers and senior government functionaries for information and necessary action.

The allocation establishes the formal distribution of departmental responsibilities within the government, covering major areas of public administration and service delivery across Jammu and Kashmir.
