Chandraker Bharti re-designated Financial Commissioner in J&K

JAMMU, OCT 8: The Jammu and Kashmir Government on Thursday formally re-designated Chandraker Bharti, (AGMUT:1996) as Financial Commissioner (Additional Chief Secretary) after his promotion to the Apex Scale, Level-17 of the Pay Matrix, marking his elevation to one of the highest levels of the Union Territory’s administrative hierarchy.

The General Administration Department (GAD) issued Government Order No. 1615-JK(GAD) of 2026 dated October 8, stating that the re-designation followed the officer’s promotion to the Apex Scale by the Ministry of Home Affairs, Government of India.

The MHA, through its endorsement dated September 25, 2026, conveyed the promotion, after which Bharti assumed charge in the Apex Scale on October 1, 2026. The GAD order has now formally aligned his designation with his elevated administrative rank as Financial Commissioner (Additional Chief Secretary).

The development assumes significance in the context of the senior-level administrative structure of J&K, with the Apex Scale representing Level-17, among the highest grades in the civil services hierarchy. Bharti, a 1996-batch AGMUT cadre officer, now holds the rank of Financial Commissioner (Additional Chief Secretary) under the Lieutenant Governor-led administration.

The order was issued by order of the Lieutenant Governor and signed by M. Raju, Commissioner Secretary, GAD.

The formal re-designation follows the officer’s assumption of Apex Scale charge and gives effect to his elevation within J&K’s top administrative setup.
