Srinagar, Sep 21: The government on Monday informed the Legislative Assembly that the matter regarding the comprehensive transfer policy of reserved category employees was under active consideration.
This was stated by minister in-charge higher education department in response to a question raised by MLA Bharat Bhushan regarding the government decision to frame a comprehensive trasnsfer policy for reserved category employees in view of the persistent security concerns.
The government in its reply informed the House that the committee was in process of framing a draft framework outlining broad principles for a comprehensive transfer policy.
“The implementation shall be taken up after completion of scrutiny of data and finalisation of recommendations, keeping in view the legal, administrative cadre management, and security considerations,” the government reply reads.
In a separate question, the government informed the Legislative Assembly that the initial five years of pre-regularisation service rendered by Rehbar-e-Taleem (ReT) teachers on honorarium basis will be counted, on a notional basis, as qualifying service for pensionary and other retirement benefits, wherever applicable.
The government said this in reply to a question asked by MLA Shangus (Anantnag East) Reyaz Ahmad Khan regarding the service benefits and pension scheme applicable to ReT teachers.
The government in its reply said that the Cabinet Decision No 115/09/2014 dated June 19, 2014, already accorded sanction for counting the initial five years of pre-regularisation service rendered by ReT teachers as qualifying service for pensionary and other retirement benefits.
“The provision was notified through Government Order No 469-Edu of 2014 dated June 25, 2014,” the government informed the House.
On the question of restoration of the Old Pension Scheme (OPS) for teachers initially appointed under the ReT scheme before January 1, 2010, the government clarified that ReT teachers who were regularised before January 1, 2010, fall under the OPS.
However, ReT teachers who were regularised after January 1, 2010, come under the New Pension Scheme (NPS), in terms of SRO-400 dated October 24, 2009 and the Finance Department’s Office Memorandum No. A/Misc/2012/F/466 dated April 20, 2012.
