NUBRA, OCT 21: The Administration of Nubra on Wednesday conducted the draw of lots for reservation of seats for women among Panchs and Sarpanchs, marking an important step in the implementation of the prescribed reservation framework for grassroots democratic institutions in the subdivision.

The exercise was held at the SDM Conference Hall, Nubra, under the supervision of Deputy Commissioner Nubra Mukul Beniwal, in accordance with the public notice issued by the Administration of the Union Territory of Ladakh under Section 4(3) of the Panchayati Raj Act, 1989.

The proceedings were conducted through a designated committee comprising the Sub-Divisional Magistrate, Nubra; Tehsildars of Diskit and Sumoor; District Sheep Husbandry Officer; and Block Veterinary Officer. Representatives of Panchayats from across Nubra also participated in the proceedings virtually, ensuring wider participation and facilitating the involvement of village-level representatives in the exercise.

To uphold fairness, transparency and impartiality, a member of the public was selected to draw the lots to identify the Panch and Sarpanch constituencies to be reserved for women. The process was carried out in accordance with the prescribed rules, norms and procedures.

Former councillors, representatives of religious institutions, departmental officers and officials, Nambardars, representatives of political parties and members of the general public were also present during the proceedings. Their participation provided an opportunity for different stakeholders to witness the exercise and observe the procedure adopted by the administration.

The draw of lots forms part of the reservation process for Panchayati Raj institutions, which serve as an important link between local communities and grassroots governance. Reservation of seats for women is intended to facilitate their representation and participation in local decision-making, development planning and the administration of village affairs.

The Nubra Administration reiterated its commitment to conducting the exercise in a fair, transparent and impartial manner, ensuring strict adherence to the applicable statutory provisions and established procedures.

The proceedings concluded with the reservation exercise being carried out as prescribed, with participation from administrative officials, public representatives and other stakeholders from across the subdivision.
