SRINAGAR, SEPT 16: Chief Secretary Atal Dulloo on Wednesday directed the Industries and Commerce Department to undertake time-bound action for revival of 6,576 recoverable MSME units identified under the J&K MSME Health Clinic, stressing that diagnostic assessments must translate into concrete rehabilitation and financial interventions.
Chairing a comprehensive review meeting on the functioning of the MSME Health Clinic, Dulloo called for accelerated field visits and strengthened operational capacity of Small Business Development Units (SBDUs) to ensure coordinated assessment, handholding and follow-up of stressed enterprises.
The Chief Secretary directed the department to complete diagnostic profiling of all identified recoverable units and prepare actionable revival plans, followed by periodic monitoring of recommendations emerging from the Health Clinic.
Commissioner Secretary, Industries & Commerce, Vikramjit Singh, informed the meeting that the MSME Health Clinic is currently monitoring 3,42,261 registered MSME units, of which 2,94,014 have undergone diagnostic assessment. Of these, 2,87,332 units, or 97.7 per cent, were found completely stable.
The assessment identified 6,682 units requiring active intervention, including 6,576 recoverable units and 106 units prone to chronic sickness. Besides, 48,247 units were referred back to J&K Bank for data correction to facilitate refinement of the database and more accurate assessment.
The meeting was informed that district-level core teams have been institutionalised across all districts to strengthen field implementation. Each SBDU comprises an Investment Promotion Officer from the concerned District Industries Centre, a District Nodal Officer from JKEDI, a consultant and other members.
The department is also providing 60 additional consultants to SBDUs, with 10 already deployed and the process for engaging the remaining consultants underway.
Field teams have so far conducted 581 factory visits, resulting in 317 comprehensive diagnostic reports. Of these, 34 critical rehabilitation cases have received formal approval from District Level Advisory Committees (DLACs).
On financial interventions, the meeting reviewed details of 700 loans restructured by J&K Bank, which are currently being analysed to assess the scope for further assistance in line with the requirements identified through Health Clinic assessments.
The department has also deployed a dedicated end-to-end action-tracking portal and an AI-powered chatbot to facilitate systematic monitoring of cases and improve coordination among stakeholders.
Dulloo stressed that the MSME Health Clinic should evolve from a diagnostic mechanism into an effective system for early identification, coordinated rehabilitation and sustained monitoring of stressed enterprises, with tangible outcomes in enterprise sustainability, competitiveness and industrial growth across Jammu and Kashmir.
