Katra-based habitual offender detained under PSA, shifted to Udhampur jail

REASI, SEPT 30: Reasi Police has detained a Katra-based alleged habitual offender under the Jammu and Kashmir Public Safety Act (PSA), 1978, citing his repeated involvement in criminal cases and alleged continued activities prejudicial to public order. The detenue, Shivaji Singh, son of Jaswant Singh, resident of Raipur Domana, Jammu, presently residing at Katra, was detained under PSA, issued by the District Magistrate, Reasi. He has been lodged in District Jail Udhampur.

Police said Singh has figured in four FIRs registered at Katra and Railway Station Katra police stations between 2022 and 2026. Despite facing arrests in earlier cases, police alleged that he continued to engage in criminal activities. The cases include FIR Number 292/2022 under Sections 341/323/504/506/147 IPC at Police Station Katra; FIR Number 106/2025 under Sections 126(2)/115(2)/3(5) BNS at Police Station Katra; FIR Number 258/2026 under Sections 126(2)/127(2)/191(2)/191(3)/109/351(2) BNS and Sections 4/25 Arms Act at Police Station Katra; and FIR Number 14/2026 under Sections 132/121/191 BNS at Police Station Railway Station Katra.

According to police, intelligence inputs indicated his alleged continued involvement in criminal activities and attempts to establish a network for facilitating such activities, prompting authorities to initiate preventive action. Reasi Police prepared a detailed dossier covering his criminal antecedents and relevant intelligence inputs, which was submitted before the competent authority. Based on the dossier, the District Magistrate, Reasi, issued the PSA detention order.

The order was executed and Singh was subsequently shifted to District Jail Udhampur. Police said the action is part of its preventive strategy to check repeat criminal activity and protect public peace and tranquillity, particularly in and around Katra. Reasi Police reiterated that individuals with repeated alleged involvement in criminal activities would remain under close watch and that firm action within the law would continue against elements found posing a threat to public order and security.
