SRINAGAR, OCT 23: Jammu and Kashmir Chief Minister Omar Abdullah is likely to meet Lieutenant Governor Manoj Sinha on Saturday, October 24, with the long-pending expansion of the Council of Ministers expected to be among the key issues discussed, according to highly placed sources.
The proposed meeting has assumed political significance amid renewed indications that the National Conference-led government may soon move forward with the much-awaited Cabinet expansion, which has remained a subject of discussion since the government completed two years in office on October 16.
According to the sources, the Chief Minister and the Lieutenant Governor are likely to discuss the proposed expansion alongside routine administrative and governance-related matters. However, the meeting and its agenda have not been officially confirmed, and no formal announcement has been made regarding the induction of new ministers.
The Cabinet expansion has gained fresh momentum following remarks by National Conference president and former Chief Minister Farooq Abdullah, who said on October 19 that the exercise would take place after the Lieutenant Governor’s return. The development had raised expectations that the government could soon finalise the next steps in the process.
The proposed expansion is politically important for the Omar Abdullah-led government, which assumed office in October 2024 following the Assembly elections. Under the applicable framework, Jammu and Kashmir can have a maximum of nine ministers, including the Chief Minister, leaving room for additional inductions into the Council of Ministers.
Any expansion is likely to attract considerable attention within the ruling National Conference, where several senior legislators are expected to be interested in ministerial positions. The exercise could also involve considerations relating to regional representation, political experience, administrative responsibilities and the distribution of portfolios.
The Congress, an electoral ally of the National Conference, has continued to remain outside the government, maintaining its position that it will not join the Council of Ministers until statehood is restored to Jammu and Kashmir. Its stand remains an important factor in the broader political context surrounding the proposed expansion.
Beyond the political implications, the expansion is being closely watched for its potential impact on governance and the distribution of ministerial responsibilities. The induction of additional ministers could provide greater scope for handling departmental work and addressing administrative demands across the Union Territory.
Nevertheless, the identities of prospective ministers, the number of proposed inductions and the possibility of changes in existing portfolios remain unconfirmed. Any final decision will depend on consultations within the ruling party and the constitutional process involving the Lieutenant Governor.
With October 24 emerging as a potentially significant date, attention is now focused on whether the reported meeting between Omar Abdullah and Manoj Sinha will pave the way for a formal decision on the Cabinet expansion or whether further consultations will be required before the government announces its next move.
