KISHTWAR, SEPT 28: Deputy Commissioner Kishtwar Pankaj Kumar Sharma today presided over a district-level capacity building and awareness workshop on the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM-G) organised by the Department of Rural Development and Panchayati Raj at the Conference Hall of the New DDC Building.
The workshop focused on the Viksit Gram Panchayat Plan (VGPP) framework, convergence, operational guidelines, implementation procedures and digital workflows under the new rural development framework.
Assistant Commissioner Development/ADPC, VB-G RAM-G, Kishtwar, Manoj Kumar (JKAS), welcomed the participants and outlined the objectives of the workshop.
He informed that the VGPP process will commence from October 2, 2026, and will involve preparation of a five-year perspective plan based on saturation, evidence-based assessment and scientific planning through the Yuktdhara portal.
Addressing the gathering, DC Pankaj Kumar Sharma highlighted the broader vision of VB-G RAM-G for strengthening rural development and aligning village-level planning with national development goals.
He said the scheme encompasses four Master Work Categories, 30 Sub-Categories and 375 permissible works, providing a comprehensive framework for need-based and outcome-oriented development planning.
He emphasised that the upcoming VGPP exercise would rely on scientific and evidence-based planning through Yuktdhara, enabling Panchayats to identify priorities and plan works based on actual local requirements.
Designated Resource Persons conducted detailed technical sessions covering the VB-G RAM-G Act, its vision and key provisions, VGPP framework and SOP, operational guidelines, convergence and permissible works, technical planning and execution, Yuktdhara, SECURE and e-MB 2.0.
The sessions also covered MIS, NMMS, e-KYC, FTO and wage-payment workflows, transparency, social audit, record maintenance and grievance redressal mechanisms.
Field functionaries raised implementation-related queries during the interactive sessions, which were addressed by the Resource Persons through practical guidance for effective execution at Panchayat and Block levels.
The workshop provided a common platform for sensitising officials and field-level functionaries ahead of the district-wide VGPP exercise, with emphasis on coordinated planning, convergence, transparent implementation and effective use of digital systems.
